The shapefile data supplied does not have a code page file nor does it have anything set in the .dbf header.
Could you let me know what the code page of the data is please?
The interpretation of the code page information is a not as straight forward as it should be. Please see:

The implication is that if the code page is not specified it could be CP-1252 or the locale of the operating system.
I would suggest that the data should include a .cpg file for each shapefile.

Ooops.
It appears the .dbf header is reporting CP1252 which is fine. Don’t know why I missed this first time round.
