is poly first_fips = "CH28" part of hebei ?

    Dear Forum members!

    This may be a stupid question: Can anybody please tell me if the polygon with var first_fips = “CH28” is a part of polygon hebei (with the var fips_1 = “CH10”). At least I thought so, but in the admin1 file it is a separate entity, which is what?

    p.s. wikipedia also seems to “add” this poly to hebei: http://en.wikipedia.org/wiki/Hebei#Administrative_divisions
