    Can anybody tell me what encoding is used for the attributes? I’m getting some errors trying to load some of the features into a PostGIS database. 50m lakes is one that’s giving me some trouble.

    Should be Western European Windows 1252. Can you post screenshots of the corrupted text (how it looks on your system) with FID and lake name in text (pasted here) to help with troubleshooting, please?

    Actually, it’s simply refusing to load it into the database because of this problem. I’m still trying to figure out whether it’s something in my PostGIS setup.

    Other features, such as the geographic regions (which contain some odd characters) load just fine with the default settings. I suspect it might be a ‘ somewhere but I’m not sure.

    Yes, Lac a l’ Eau Claire has one. There are also sometimes commas (,) in the names.

    O. Bol’shoye Morskoye

    Might be more, those are the ones I see at first glance.
